Discussion summary
Three barriers to the effective use of wildlife strike data stood out. First, the absence of a shared definition of wildlife strike makes cross-border comparison structurally impossible. Second, critical variables — phase of flight, altitude, distance from the airport — are systematically under-recorded, and biological material on aircraft structures after a strike, which could enable species identification, is routinely lost during maintenance before it can be collected. Third, only around one third of strikes are estimated to reach national databases — a gap considered representative of global patterns, not specific to any one country. Commercial reluctance to share data openly, driven by reputational concerns, compounds the problem even where anonymised sharing would be feasible. A further unresolved question concerned accountability beyond the perimeter: when a strike occurs outside airport boundaries, it remains unclear who is responsible for recording, reporting, and acting on it. The data exists. What is missing is the procedural framework, the regulatory impetus, and the shared culture of disclosure to make it usable.

Discussion summary
Advanced Air Mobility introduces a risk profile that existing frameworks were not built to handle. eVTOL vehicles operate at the altitudes most consistently used by birds, are small and relatively silent — giving wildlife less time to react — and are designed for urban and suburban environments where neither ecological baselines nor regulatory frameworks for wildlife risk currently exist. EASA's proposed impact resistance requirements cover only part of the realistic strike mass range; making airframes more resilient adds weight that reduces battery life, creating a design tension with no easy resolution. Tools developed for conventional aviation — bird intensity forecasts, local hotspot mapping, pilot training — offer partial but limited transfer to the AAM context. The absence of strike data on AAM platforms, and the inadequacy of ecological survey coverage in urban areas, are the most immediate research gaps. Wildlife hazard management for AAM is not an extension of existing airport practice — it is a new problem, requiring dedicated research, new operational protocols, and early engagement between manufacturers, operators, ornithologists, and aviation authorities, well before these vehicles enter regular commercial service.

Panel conclusions & recommendations

Strike risk is expanding beyond airport boundaries. Synanthropic species growing in abundance around urban airports, invasive species creating new hazard concentrations, and birds that strike primarily in approach and departure corridors rather than on the airfield itself — these are challenges that the perimeter-based logic of current Wildlife Hazard Management was not designed to address. Climate-driven shifts in species ranges and phenology are accelerating the trend. At the same time, the arrival of Advanced Air Mobility is widening the gap between the pace of change in aviation and the pace of adaptation in wildlife hazard management, which remains anchored to an aerodrome-centric regulatory framework that no longer matches the geography of the problem.

On tools, the panel was clear-eyed. Avian radar, machine-learning risk prediction, and robotic deterrent systems represent genuine progress — but the limiting factor is not availability. It is the gap between what tools produce and what practitioners can act on in real time. Even at well-equipped airports, most bird control units do not yet use radar to its potential, because training and interface design have not kept pace with deployment. The chain from sensor to bird controller to air traffic controller to pilot remains largely unresolved. A well-trained, properly resourced wildlife control unit remains the most reliably effective intervention currently available. Technology extends human judgement — it does not replace it.

On governance, the panel identified a structural problem: too many groups — national committees, WBA, NATO working groups, EASA bodies — are working in parallel with limited mutual awareness. ICAO is the appropriate institutional lead but is chronically under-resourced and dependent on the practitioner community for the knowledge it eventually codifies. National regulators are the essential transmission layer: they move faster than international bodies and can mandate the data sharing that voluntary systems have not achieved. Regulatory compliance, several voices noted, is a starting point — not an end goal. The knowledge built by this community over sixty years is too valuable to be lost to institutional fragmentation. A conference planned for Barcelona in 2027 was acknowledged as a concrete next step toward continuity.
